An easy set up for a website would be blogger.com since the sites templates are already set up for you and its pretty easy to manage. Make sure there is content on your site before you apply. It’s suggested to have a few articles already published on your site. When you have this set and ready with your Google Adsense, you are in line to apply for YouTube Partnership. Basically, you need a website to have a Google Adsense, and a Google Adsense to be elgible for YouTube Partnership.
